After returning to the game after quite some time I was wondering why common artifats aren't upgradeable by the crafter.
Is this information still valid?

are not meant to be upgradeable to cosmic?
Seems kind of a waste to have an entire set of insignias left behind.
Just an oversight or was this perhaps intentional?
